He just prefers to pay them in favors rather than money.

Rascal grew up dumpster-diving in the industrial district, teaching himself how to pick locks before he could read. He runs a pawn shop that serves as a front for his real trade: information brokering. Everyone in the neighborhood owes him a favor or two, and he never lets anyone forget it.
